Operational and Administrative Studies

Periodic review of any organization is necessary to insure that operational and administrative procedures are being followed and compliant with legislative changes, best practices of the profession and cost efficiency. The goal of these studies is to insure that the municipality is getting the optimum return on the taxpayer’s investment.

Risk Assessment & Mitigation

In today’s litigious society it would be unrealistic to believe that even the most professional law enforcement agency could totally avoid liability claims. But the best defense against lawsuits is to have implemented sound policies and procedures that are in line with the best practices of the profession and compliant with current statutes, laws and court decisions. 

A department’s written directives are historically one area of law enforcement operations that have a high degree of liability attached thereto as they establish the policies and procedures that the officers must adhere to during the performance of their duties.  

When issues of liability are raised during litigation, one of the first areas that the discovery process will focus on is the agency’s policies and procedures, specifically looking to determine "did the involved officers adhere to the agency’s established protocols".   

The law enforcement profession is a dynamic environment. Keeping current with recent legislative changes and case law decisions is a daunting task. 

Regular review of  an agency’s written directives is necessary to insure that the policies and procedures  employed by the agency have not become contradictory to any statutory changes enacted by the legislature or by case law and remain consistent with current  law enforcement practices.

Law Enforcement Accreditation

Since 1990 the members of our team have helped dozens of law enforcement agencies across New York State achieve and maintain the high standards defined in the New York State Law Enforcement Accreditation Program. Our team of experienced program managers, assessors, assessment team leaders and members of the accreditation council know and understand the complexities of the program and how to successfully demonstrate your department’s compliance.

Accreditation is a progressive and contemporary way of helping police agencies evaluate and improve their overall performance. It provides formal recognition that an organization meets or exceeds general expectations of quality in the field. Accreditation acknowledges the implementation of policies that are conceptually sound and operationally effective.  

The New York State program became operational in 1989 and has four principle goals:  

·         To increase the effectiveness and efficiency of law enforcement agencies utilizing existing personnel, equipment and facilities to the extent possible; 

·         To promote increased cooperation and coordination among law enforcement agencies and other agencies of the criminal justice services; 

·         To ensure the appropriate training of law enforcement personnel;  

·         The New York State Law Enforcement Accreditation Program is comprised of 133 standards and is divided into three categories.  

Standards in the Administrative section have provisions for such topics as agency organization, fiscal management, personnel practices, and records.

Training standards encompass basic and in-service instruction, as well as training for supervisors and specialized or technical assignments.

Operations standards deal with such critical and litigious topics as high-speed pursuits, roadblocks, patrol, and unusual occurrences.
